COMMISSIONING AND INDOOR AIR QUALITY TESTING

  1. Purpose 

    The purpose of this Directive is to describe, in outline, the requirements of Commissioning and Indoor Air Quality (IAQ) testing on SUCF projects.

  1. Applicability
    1. New York State Executive Order No. 111 (E.O. 111) requires commissioning of all building mechanical plant systems that affect energy consumption.  This includes all new and all substantially renovated existing buildings, of 20,000 gross square feet or larger.  “Substantially renovated” is defined as the replacement of more than 50% of a building or building system, measured in units of that system.  Executive Order No. 111 further requires that the commissioning process comply with the criteria of the Green Building Tax Credit (6 NYCRR Part 638) section 638.8 “Commissioning”. See directive 1B-7 for more on EO No. 111
    2. Sample Commissioning Plans, Specifications, and Testing Forms used to satisfy these requirements are available from Portland Energy Conservation Incorporated (PECI) at www.peci.org/cx.
    3. Executive Order No. 111 also requires Indoor Air Quality Testing comply with 6NYCRR Part 638.7(d)(1).  See Section 7 of this Directive for requirements.
