This Developer’s Guide has been approved by the Submarine On Board Training office for use in the production of on board training Materials.

Changes since the last previous version (version 5.4) are highlighted in red.  Minor rewording and reorganization of paragraphs are not highlighted, if they do not represent a new requirement or policy change.


A general introduction on the move to SCORM 2004 is provided, and it defines some restrictions on using SCORM 2004 features under this version of the Guide.  (section I.C.)

The purpose and specific requirements of a prototype have been clarified.  (section II.A.4.a.iv.)

Beta revisions are normally not expected to exceed three revisions.  (section II.A.4.a.vii.)

The CD containing the supporting material shall be labeled exactly the same as the course CD, with the additional label of “Source CD”.  (sections II.A.4.a.vii. and IV.F.4.c.)

A requirement has been added to include an exam key and a copy of the IMDP on the source CD.  (sections II.A.4.a.vii. and IV.F.4.a.)

FTP is not considered an acceptable delivery method for delivering products to SOBT.  (section II.A.4.a.ix.)

The delivery timeline chart has been adjusted to better reflect the delivery and acceptance testing process.  (section
